I say almost because there are certain circumstances where a property owner


has to be kept in check. You can't destroy a river or dam it up, deny access to property owners downstream. You can't let pollutants seep into the ground and destroy the groundwater of surrounding properties. And I'm also all for reclamation requirements in the case of loggers and strip miners.

Of course, loggers replanting seedlings is in the loggers' best interest as it keeps their inventory replenished. If your strip-mining land, you need to fix the mess you make before you leave.
